All Inclusive Family Resorts

Hi, this year is my turn to organize a family vacation. I’ve decided on either Greece or Egypt because we all seem to want to go there. We’re a canadian family of two parents and two daughters (15 and 19)
Here is my problem. I’m usually pretty good at finding trips on the internet but I can’t seem to do it this time. I want to take us away for 15ish days but I can’t seem to do that without spending thousands and thousands of dollars per person.
Is it better to purchase a tour or organize a visit myself? Does anyone have any credible websites that can help me out? I didn’t think it was unrealistic to spend less than 5 grand per person going to either one of those countries but apparently I was wrong. Help please?
Sorry, my question isn’t which one to go to. We might even go to both. It involves planning it.
